SKC is Sky Clear

0003 is the valid time for the TEMPO change, 0000 to 0300. Next line covers from 0300 on.

You know, a really cool tool for you to use to both learn to read METARs and to simplify things once you know what you're reading is to go to http://adds.aviationweather.noaa.gov/metars/

Choose the translated option and you'll get both the raw format and a translation of it. What you can do is look at the raw format, read it, and then verify that what you think it says is accurate.
