The Office of Aircraft Services (OAS) was established in 1973 “ …to raise the
safety standards, increase the efficiency, and promote the economical
operation of aircraft activities in the Department of the Interior.” Please

WHO MAY APPLY: All US citizens. DURATION: Permanent Full-Time

Major Duties: The West Area Office provides safety oversight for all DOI and
contractor provided aircraft operations for a large geographical area through
aircraft and equipment inspection and personnel performance testing specific
to standards defined by individual procurement agreements, OAS regulations,
Federal Aviation Regulations (FARs) and other Federal regulations. The
incumbent administers flight checks in rotary and/or fixed wing aircraft for
the purpose of issuing/withdrawing authorization cards for mission specific
applications, provides safety evaluations of aircraft and equipment used in
various operational missions, pilots aircraft, and provides evaluations of
facilities performing maintenance on DOI aircraft. Maintains a program of
recurring visits involving personal contacts with Bureau personnel supervising
operations and aviation operators providing contractual services. Evaluates
safety of operations, training deficiencies, suitability of aircraft,
efficiency with which equipment is used, aircrew proficiency, adequacy of
communications, development of equipment and standards for aircraft
operations, and maintenance of flight logs and other administrative standards.
When serving as team leader, independently assures all reports and findings
are prepared and submitted timely. Serves as the Team Leader for the aircraft
rental agreement renewal process for an assigned geographic area. Coordinates
review of in-house records and reports of pilots, aircraft and ancillary
equipment and facilities scheduled or review. Plans, coordinates and
schedules inspections. Identifies and resolves technical problems, briefs and
debriefs management as required.


• You must have completed at least 1 year of specialized experience
equivalent in scope and responsibility to the next lower grade in the Federal
Service, which must include experience as a Pilot-In-Command of single and/or
multi engine airplanes and helicopters, performing flight duties and
inspecting aircraft, providing technical assistance in developing and
implementing solutions, and evaluating pilot proficiency

• Flight Experience: You must demonstrate possession of the knowledge and
skills required for the work by meeting certain minimum flight hour
requirements including recency of flight experience. The categories in which
you are required to demonstrate proficiency related to the particular position
being filled are (1) the general knowledge and skills to pilot aircraft, and
(2) the specific knowledge and skills required of the position to be filled.

A pre-employment in-flight pilot evaluation may be required to determine
general aptitude and proficiency.

Minimum Flight Experience:

a) 1500 hours total flight time
b) 1200 hours of pilot-in-command (PIC) in each category (airplane and
c) 75 hours night flying*
d) 75 hours PIC instrument in aircraft, which must include 50 hours in actual
e) 200 hours PIC multi-engine airplane
f) 200 hours in turbine-powered helicopters
g) 100 hours PIC flight time last 60 months
h) 25 hours PIC flight time last 12 months, each category
i) For in-service placement, 25 hours may be waived if the candidate
demonstrates the ability to perform the work.

• Certificates and Ratings:
You must possess a current Federal Aviation Administration (FAA)
Commercial Pilot Certificate and/or an Airline Transport Pilot Certificate
(ATP) with the following ratings:

Airplane - Single-engine Land (ASEL)
Airplane - Multi-engine Land (AMEL)
Rotocraft - Helicopter
Instrument - Airplane

You must also possess a current FAA Certified Flight Instructor (CFI)
Certificate with the following ratings:

Airplane - Single engine (ASE)
Airplane - Multi-engine (AME)
Rotocraft - Helicopter
Instrument - Airplane

• Medical Requirement: You must possess, at the time of appointment, an FAA
Class I or II Medical Certificate in accordance with FAA regulations. At time
of appointment, a Class I medical must have 5 months remaining and a Class II
medical must have 9 months remaining before renewal is required. After age
39, proof on EKG showing an absence of myocardial infarction with Class II
medical is mandatory.

• Additional Qualifications: Qualifications which are not mandatory, but
will be considered as positive factors: Additional pilot ratings and
experience; experience piloting aircraft during fire suppression and natural
resource support missions; FAA Airframe and Power Plant Certificate; post high
school education.

Promotion to the Full Performance Level: The career ladder promotion potential
of this position is GS-13. Promotion up to and including the GS-13 is neither
guaranteed nor automatic. When and if it is determined that a subsequent
promotion is warranted, if may be made without further competition.

2. Ability to read and interpret Federal Aviation Regulations and Operations
Specifications, internal manuals/instructions, manufacturers’ technical
manuals/bulletins and other technical publications.
3. Ability to analyze and evaluate a wide range of customer aviation programs
and associated activities involving aircraft in support of safe, efficient and
cost effective operations.
4. Ability to plan inspection trips, lead technical inspection and evaluation
teams, and to follow up/complete/review associated administrative documents
when required.
5. Skill in dealing effectively and professionally with internal and external
customers, often in difficult, complex, and occasionally in antagonistic

Conditions of Employment:
• In accordance with Executive Order 12564, the applicant selected for this
