It didn't seem like it hit any fire, is that because they are creating a barrier to keep the fire contained? Or am I just not seeing it right?

| That is correct, they are dropping retardant, and most likely trying to tie that into some terrain feature (road, rocks, etc) that is a natural firebreak. You can use retardant for direct attack, but it is much more useful as a retardant than a way to put out the fire.
