A decision is a decision, and it should be respected. Sure, light freezing rain is not a solid wall. However, it does not warrant a suspenion if you have a clean record. Now if you do this on a regular basis, something is wrong. I don't think that it was the case here. A visit to the CP's office should have been enough.
