yep, i had the same problem with that assignment; hard to get started. anyway, here's mine broken down:
Cover page

Course Objective

Course Description

Completion Standards

Student Enrollment Requirements

Course Blocks - basic block description

Aeronautical experience requirements

Block 1 – Basic Attitude Instrument Flying

I wrote six lessons for this block. includes BAIF, VOR/NDB work

Block 2 – Instrument Approach Procedures and Holding

Seven lessons covering all kinds of approaches and holding

Block 3 – Cross-Country Procedures

Two lessons, both dual - one short one long cross country

At the end of each block, I broke down block completion times. at the end of the TCO I broke down course completion times... 50 hr XC PIC, 40 hours actual/simulated instrument, etc.

hope this helps
