I'm about to submit a couple apps to different airlines. I meet some of the hiring minimums and I'll probably be over the hiring minimums for others by the time that they review my app. I don't want them to turn my app down however because I don't have the "mins" I'm talking 20 hours of flight time. Would it be okay to apply and say I meet the minimum even though I'm 20 short and figure by the time they get to me I'll have the time? I don't want to be a liar but I do want to get an interview pretty soon here.

Depends how fast you think you can meet them. If you get called for an interview, its likely going to be a week or two away. So if you think you'll get the time by then, i'd say its ok to put in in the app.
But to be honest, they are not going to worry about something that little. If they need people or like something about you, 20hrs is the least of your worries. Likely will have something in the conditional letter saying "must meet mins" by class date etc etc. But then again, they prob won't care. Just put what you have, and send it in. Update it as you go.
