Default New fuel caps qualify as preventive maint.?

I don't see any language in the FARs 43 regarging the preplacement of fuel caps qualifying as preventive maintainence. However under major alterations 43.a.xii the FARS say "Changes to the basic designs of the fuel system" is the closest language I can find, therefore I'm thinking I can't do it since I'm private only... It's not really a change in the design however...

There have been some problems with fuel flow (it basically died and ran like [expletive deleted] on me over mountains) so I don't want to be accountable for killing anyone if I go and change the caps when I'm not supposed to. It has been looked over by a couple mechanics however my cfi/ATP says throw on some new caps.

Would this change need to be logged? thanks
