New start up LCC doing international from BWI-

Pilot applicants must have:

5000 total time in airplanes

1500 turbine PIC in airplanes 20,000 pounds or greater MTOW (50,000 MTOW Preferred)

500 hours of flying time in the past 36 months

Oh yeah and "767 Type Rating and ETOPS experience preferred"

Seems this airline has been in the planning for sometime. A few documents filed with the Dept of Transportation date back to 1995.
