Can you get special permission to enter them? What do you need to do?

you can. it requires contacting the controlling authority, usually the DoD.

You'll get a txpndr code and need to stay in contact with ATC.

Generally speaking, though you're not going to get permission unless there is an exceptional case.

read the notams associated with the TFR. For example, presidential TFR's usually have a big 30nm radius and then a smaller 10nm GA no-fly zone. To penetrate the 30nm ring all you need to do is be on a discrete code and be talking to ATC with an open flight plan. The notam also stipulates that ingress/egress and perhaps through flights are the only operations allowed, ie no practice approaches, sightseeing, touch and gos, etc.

This was the case anyway when i was flying in TX and had to deal with the TFR's around bush's ranch. In any case, read the notams and AOPA probably has some info in operating around them.
