CFI pay has been going up because no one was CFIing for very long. The ones that bothered to get a CFI rating went straight into the seat of a regional after a year more or less, while others just went deep into debt and skipped the CFI rung of the ladder all together.

If the race to left seat of a RJ stops or slows dramatically , CFI pay will most likely drop right back to rock bottom where its always been.
