Isn't there a tax already per passenger that goes into a fund for airport and ATC improvement???

I dont think it was completely shot down, just met with serious criticism and doubt. Which it deserves.

When you guys refer to user fees, do you mean other than taxes on airline tickets or do they refer to that also?
