(b) Aircraft ratings. A flight instructor may not conduct flight training in any aircraft for which the flight instructor does not hold:
(1) A pilot certificate and flight instructor certificate with the applicable category and class rating; and
(2) If appropriate, a type rating
(c) Instrument Rating. A flight instructor who provides instrument flight training for the issuance of an instrument rating or a type rating not limited to VFR must hold an instrument rating on his or her flight instructor certificate and pilot certificate that is appropriate to the category and class of aircraft in which instrument training is being provided.

Seems pretty clear to me

yup....theres your answer: 61.195(b)(1)!

Oooh, score one for Todd, fresh from the FSDO AND his CFI-I initial.

Well, mostly fresh.

contrary to SIUav8er, you can. The CFI-I, ie Flight Instructor - Instrument Airplane, gives you the authority to instruct in any airplane that appears on your *pilot* certificate. If your pilot certificate has multi-engine land on it, then you can give instrument instruction in a multi. You many not however teach him a Vmc demo or how to do a stall, etc without an MEI.

actually your answer is in (c) for instrument instruction. The instrument applicant is not seeking an aircraft rating (ie ASEL, AMEL, ASES, etc) so (b) is not applicable. To instrument instruct in a multi the instructor must be instrument multi on his pilot cert and instrument on his cfi cert.
