A great place to check out is Universal Air at EMT. Its about a 20 minute (without traffic) drive east of LA. Great Prices, and they have a Seneca.

Didn't even catch that. HAHA.
Anyway, the better of the worse places to live tend to be near the ocean. However, the prices are astronomical and it depends on where you actually go and fly. My recommendation is to first find the flight school you want to go to, and then work from there. I know TOA, SNA, LGB etc all have some decent neighborhoods near the airport. Good luck, and hope your flight went well.

Unfortunately the rates are not that cheap anymore...the 152's are $65 wet if you maintain $100 on account. Dude, that sucks I must have just missed the lower rates. But Pinnacle is more than just great rates...the aircraft are all extremely well maintained and the people are top-notch. Plus, its not L.A...not that there's anything wrong with that...

My flight school was also mentioned earlier in this thread - the Long Beach Flying Club. Great maintenance on the planes and very reasonable prices.

I have nothing but great things to say. All of the instructors are freelance, so interview a few before you decide on any one. If you walk into the building, they have business cards set up, so you can pick any up and give them a jingle.

They are also part 61 and 141 depending on which instructor. I've heard good things about them also, and although their planes are ageing, they are relatively well maintained.
