Antenna lighting

Close to my home airport there are two very tall radio antennas. Today I passed them on my way home and noticed they were not lighted. Today was cloudy and rainy, the tops of both were in the clouds. I've noticed on several occasions that these antennas were not lighted.

When are the lights on these supposed to operate? If they should have been on, who can I call to report them not being lighted?
