EDDF is the civilian side. EDAF is the military side. Hence the "A", or at least that's what the guy at base ops told me. I really don't know why they have two different identifiers for a dual use airport.

ABQ and CHS are both dual use airports yet have a single identifier.

I think at airports with two numbers and a letter, the letter designates which ARTCC it falls under. Example used earlier was Rock Hill. Before the change it was 29J....the J refering to Jax Center.
