Default \"Initial\" Question

What does the term "initial" mean when applied to a certificate (i.e. "initial commercial")?

Usually it's applied to the CFI certificate but all it means is the "first" or "initial" certificate earned at that level. In the case of a commercial it would either be CASEL or CAMEL (Single engine or Multi engine).
