Default What could this be?

This played out about 7 this morning in SDF. A Chautauqua Maintainence flight requested to taxi into position on the approach end of runway 35R for 4 minutes. Tower asked if he was really serious, that he actually wanted permission to sit on the active runway for 4 minutes. The crew replied "Yes, if you'll let us", and the tower ignored the request. Does anyone have an guess on what the possible MX test was on?
