Default Another tech question

I apologize for using this forum for my own technical issues. I'll try to refrain from doing so in the future. For the past week or so I've been experiencing some extremely slow scrolling. The internet has been working fine and is fast as always, but when I scroll a page down/up it does so in a tediously slow way in a wave-like manner (refreshes by lines). Sometimes I'll move the scroll wheel one time and it will slowly keep on scrolling for a little more.

I have checked the mouse settings under the control panel as well as the browser's settings and everything is at default. I thought the problem was limited to Firefox but I.E is doing the exact same thing. Starting Firefox in safe mode and re-installing doesn't do it either. I've run the anti-virus and anti-spyware and nothing changed either. And yes, I have gone through pages of google searches and although I have found people with similar problems, nobody seems to have a solution that works for me.

I'd appreciate it if any of you could just hint what could be wrong. Thanks in advance!

Have you tried loading a large PDF file and scrolling through it to see if it happens then?

Couple things to check is processor overloading, Buss speed, and video card (speed and/or RAM)

That could certainly be it. I installed the ATi catalyst control program about two weeks ago and then uninstalled it. I think I've been experiencing the problem every since. I'll try that and let you know.
