Sarcasm Tag

Is there a way to bump the Sarcasm tag back to the initial selection of smileys? Its use has appeared to drop in the recent, and I think it is because it is no longer in the initial selection.

Is that something a user can do in the UserCP? I looked but didnt directly see anything.
