DCA and Skywest

Two part question:

I noticed that SkyWest was no longer accepting pilot applications on their website at skywestpilot.com. I also noticed that DCA now lists SkyWest as one of their affiliated airlines.

Does Skywest now have a flow-through agreement with DCA?

The second part of my question is: when a DCA CFI gets their guaranteed interview, do they get any say as to which of the airlines it's with? Can they specify a preference?
