Default transferring Part 141 schools

Need some help here.

I have scrubbed the FARs on Part 141 and 142 and cannot find what I am looking for. On 141-12 and 141-13, a transfer is addressed, but there is not a great deal of info on specifics there. Here is the situation:

If a student is enrolled in a 141 program and has around 80 hours into the Commercial program, can that student transfer to a different school's 141 program without losing any hours that he/she has earned up until that point?

Since 141 programs are usually approved on an individual basis (mostly), if the student transfers into a different school's 141 program and that new school's 141 program does not have the same amount of multi hours as the old school's program, can those hours be "waivered" into the new school's 141 program and applied directly to having accomplished specific tasks? And then, that student finish out the remaining 40 hours in the new school's 141 program...without losing anything?

Hopefully I have explained it as clear cut as possible. If there is confusion, please reply and I will answer.

You will lose 50% of your hours. Just drop to 61.

141.77 Limitations
(c)(1) If the credit is based on a part 141-approved training course, the credit given that student for the previous pilot experience and knowledge may be 50 percent of the curriculum requirements and must be based on a proficiency test or knowledge test or both, conducted by the recieving pilot school.
