Question on regs...

So, I have read through the regulations regarding change of address, etc, and am still unsure of exactly where I stand. I figured I would ask a few cfi's, or whomever else wants to chime in.

My situations is, I completed my private a couple of weeks ago, while graduating college at the same time. While there I maintained my "permenant address" as my parents home in a different state. The same day I took my checkride I moved to my new apartment. Now common sense says that having a 'non college' address would constitute a "permenant address" and I must change my address with the FAA. Simple enough...right? The catch is that in order to change my address I need to know my certificate number, but I doubt that I will get my certificate in the mail before the 30 days is up, and my temporary obviously says *pending*.


Now, I cannot change my address with the online system without the certificate number, but what would happen if I mailed in the 8060 form with "pending" in the certificate number line?

I'm a bit of a newb around here, so any useful insight on things i may have overlooked would be great!

At the risk of sounding like a real law-breaker here, I'd say don't worry about it. Just change it once you get your official certificate.

For one, I doubt the FAA will ever find out. Secondly, if they did find out, I doubt they'd care. I've never heard of anyone getting in trouble for not updating their address, unless they were getting in trouble for something else already. Third, I'd say you're still within the spirit of the law. The FAA wants to have your address in case they need to track you down on official business. I'm sure if they need to reach you within the next couple of months it won't be a big deal to contact your parents, then have your parents send them in your direction.

Common sense may not give you the answer. A "permanent address," more commonly referred to in other contexts as a "legal residence" is a pretty variable term that is tied into a bunch of things other than your pilot certificate - where you are registered to vote; where you are taxed. Think about retirees with 2 or more homes in different parts of the country - even they only have one "permanent address."

For a lot of folks, even an off-campus apartment, doesn't change their feeling that college is a temporary waypoint and they still consider that they "live" at their parents' address. For others it does.

But that's esoteric.

Practically speaking, like jrh, I don't think it's a big deal. From an aviation standpoint, the real practical reason for that address is that, if the FAA sends you a letter of investigation or a notice of proposed certificate action, the time limits for responses is tied into when the notice was mailed to your "permanent address" on record with the FAA.

i agree as well..don't sweat it. i've had the local fsdo 'change' my permanent address on my atp certificate each time i've gone down to renew my cfi certificate. it still hasn't happened, so i'm going to online an do it. this is not a strongly-enforced reg. just wait until you get your permanent. so, the local faa guys know that what they've tried twice hasn't worked and they just say, 'huh..' and shrug their shoulders. no panties in a wad as of yet. lol.
