Default National Work Program?

Got a call from a buddy... apparantly he got a letter (certified mail) from the FAA regarding the National Work Program and his poor pass rate in the last year. He hasn't instructed for years... does this letter make any sense? I guess it says something about surveillance of his instructing. He was asking me questions about it... I've never heard of it. Anbody else? what comes of this. Just curious.

I have always wondered how the FAA monitored CFI pass rates. Someone once told me they could try and nail you if you have too many busts. But I have no evidence to support it either way. I have never heard of the National Work Program

Hmmm...sounds fishy. However, if a CFI has a poor pass rate something might need to be done. Remedial training?
