Default Renting to Foreigners

Are there any TSA restrictions against renting an aircraft to a foreigner that has a valid visa and a freshly minted U.S. private pilot certificate and instrument rating from a U.S. flight school?

None. In fact, for people from most countries, not even a visa is required to rent a plane and go flying.

Visa's are only needed for training of more than 18 hours per week.

TSA approval is only needed for initial private, AMEL and IR courses (plus type ratings).
