Default Flight Review in a taildrager

I have a friend who has asked me to do his flight review in his taildrager. The only problem is that I have never received my taildrager endorsement. Can I do this flight review even though I would not be PIC. I know that CFIs can instruct not acting as PIC if their student is properly rated and current, but I don’t know how this applies to flight reviews

Q: Can a CFI who is not tailwheel qualified administer a flight review in a tailwheel airplane?
A: Yes, as long as the CFI is not serving as PIC.

May you? Yes.

Should you? That's up to you. How comfortable are you with your friend's skills? Are you comfortable enough that you are willing to take the risk of needing to answer the following question from the FAA in case of a mishap: "How come you decided to give training in an aircraft that you were not qualified to fly?"

But he is qualified to fly it. He just can't be PIC.

I'll take the liberty of rephrasing Middy's quote :

"How come you decided to give training in an aircraft that you were not qualified to fly by yourself?"

There's acouple of ways to rephrase the question, but I won't bother - so that would be your answer to the FAA? Okay.
