Default Question for you CFII's

As a CFII soon to be (I hope). In the AIM 5-4-10, timed approaches from a holding fix it says that if only one missed approach procedure is available that "reported ceiling and visability are equal to or greater than the highest prescribed circling minimums for the IAP." I'm pretty sure this mean the highest minimums with all approach categories considered but someone mentioned to me that this means the highest minimums for inoperative components for the approach category being used. Am I right? Mostly?
