Default ATC Workforce Plan

Sorry if this was already brought up, I don't visit this part of the site very often...

I just did a quick trip to the faa's website, and noticed this page:

What do you guys think? What's going to have to change to have those numbers be correct? And even if they do keep a good 16,000 controllers on hand, will it be enough to cope with the expected increase in aviation over the next decade?
