Default Busy Facilities

If someone was hired into a busy tower such as O'Hare or Atlanta, is there a good chance he/she would wash out? If he/she washes out and is a cti grad will the FAA put you in a lower facility? I'm sure it is unlikely to get hired into these busy facilities but I was just curious. My goal one day is to be up in O'Hare tower.
