Foreign Certification???

I e-mailed ATP asking them if they let Canadians into their career program and this was their answer:

"ATP specializes in foreign pilot certification, and Canadians are welcome to train with us.

Thank you for your interest in ATP, Inc."

Does anyone know what that might mean or what the foreign pilot certification is?

Any info appreciated.
