Default Jumping into the ACPP

Sorry if this has been covered here before (searched, but couldn't find it), but does ATP allow you to join the ACPP if you already have an instrument rating? Lets say you had 100 hours and your IR - could you still do the program - would your flight times be less? Would it cost less?

Thanks in advance.

Yes you can do that. The cost is the same and you will get the same amount of flight time. You will use it to brush up on your instrument skills and for other things.
