Default Near miss at JFK

And according to news reports, the FAA (in typical FAA fashion) is denying anything happened, everything is fine folks, move along...

Am I correct in assuming here that the Cayman flight missed a landing and had to pull back up suddenly? Not an expert obviously, trying to figure out in layman's terms what the heck went wrong.

Please tell me that both planes were not following directives at the time.

I'm not an expert by any means... my understanding was that the Cayman flight was landing on one runway and the Chile flight was taking off on another runway that was perpendicular (not parallel) to the Cayman runway and then the Cayman flight pulled back up when the Chile flight was taking off. I think that's what happened...
