The pilot has to have an FCC restricted radiotelephone operators license and the airplane has to have an FCC license authorizing it to be used as a radiotelephone operating station when flying internationally. Both of these can be obtained directly from the FCC website:
www.fcc.gov. The price for the pilot's license is $55, however, I do not know the price for the airplane's. Good luck to you!
