They are used primarily at UPT and fighter bases where two or three runways are controlled. Typically in a three runway ops, the center runway may be the instrument runway and controlled by tower, and the outer and inner runways each have a RSU unit controlling, with another RSU unit monitoring the center runway as well. Usually manned by Instructor Pilots of the type aircraft primarily using that runway, they control the VFR pattern and provide supervisory assistance in case of aircraft or student problems. One of the more dreaded calls a solo T-38 student can hear, "FLARE, GO AROUND, USE BURNER, VANCE CENTER MOBILE ON GUARD" I'd call that a surface to air bust.
