To fly into Canada, is it the plane and/or pilot that need the radio operating permit? For example we have an FCC Radio License for our aircraft fleet. Would that meet the requirement or does the pilot need a radio operating permit?

Also, if which ever you need, do you need that to fly over Canada without stopping in Canada?
