All of the transfers you're hearing about apply to individuals who have multiple referrals out. For example, if both Kansas and WA are your current referrals and they've both gone to panel, its possible you may receive the option for WA but the consideration for switching facilities only applies to states you've applied for, unless you ask for a transfer within the same state.
