Yeah I used to proctor tests, here's the deal: there is no minimum age to take the ATP written, but since you have to be 23 to have an ATP and since you have to have taken a test at most 24 months prior, this is how we arrive at the magical age of 21.
Nothing in the FARs says you can't but I know CATS won't let you since they figured if you take it before 21 it won't be valid when you are eligible for your ATP. I know it doesn't expire while at a part 121, so in theory you can take it at 18 years of age get hired at a regional and it will still be good when you turn 23. Maybe if you show them proof of part 121 employment they will let you take it. I don't know about Laser Grade.
