In Europe its called a Frozen ATPL. You can get it before you reach minimums for the license. Most airlines require it because they see you are taking your career seriously.

In the united states I am 99% sure you cannot take the ATP checkride until you are 23 and have the experience requirements. Im willing to bet that IACRA would kick back your 8710 with an error.
