The part about them selecting using the last SSN is from actually receiving a email reply from some in OKC regarding the AT-SAT.

The rest, like I said is rumored, is from this forum as well as from StuckMic. However, like I also said, I was never chosen for the several announcments last year to take the test, so apparently not everyone gets the chance.
