What I quoted said this:
If you need DME for
procedure entry, it will be noted in the planview. If you need DME for
some other purpose, it will be in the notes section.
In this case, the only non-radar route to enter the procedure needs DME to identify the fix DAYAV.
An ADF is not needed for this purpose and thus isn't noted in the planview.
