It means that IRU equipped airplanes must be capable of updating their position using DME as the triangulation input. DME is typically the first choice the IRU uses to update its position, followed by combinations of VORs and DMEs and VORs with VORs. The IRU is smart enough to know which navaids provide it with the most accurate positon updating....and I believe that DME input is the most accurate.
