Lower level facilities have the job of getting controllers ready for higher level jobs. This is part of the reason they wouldn't want you transferring back down or "demoting" yourself. It's also tougher working the higher level facilities so they want the people that know how to do the job to stay.
There are more towers than there are centers so a tower controller has lots of places to move to while a center controller does not. Some of my instructors worked in both centers and towers so it's not impossible to switch between the two i guess.
