Re: Why is it harder to move out of a level 12 facility? I would think it's going to be tough to train a new controller at that same facility unless they are of equal or close to the same levels. For example, Tampa Int'l for some unknown reason is hardest to get into in FL. If you want in, you have to find a trade with another controller who works there. It's a level 10 or 11 I think, but Miami is a 12. So if they were to lose a controller in Miami they just lost a very valuable resource, and to train a guy to the same standards would probably be time consuming and expensive, but more time consuming. This is what I would think..
