Once you agree to an interview (PEPC) you are no longer considered for any other states. You can go to a PEPC to get your administrative work out of the way and then decline the tenative offer letter and then you will go back into the pool for other states. However, I'm consistently hearing that declining an offer is a very risky move and is not viewed as a positive thing from the FAA. Many people are saying to just get in and wait a year until you get checked out and then transfer. Although, transferring from a lvl 12 like Cleveland would be hard. It is easier to move up in facility lvl than to move down.
