Default GPS Approach TAA Question

Hey guys, quick question...

If you are inside the TAA for a GPS approach and proceeding direct to one of the IAFs and ATC says "N12345 maintain 4000 until established, cleared GPS 14 approach" can you immediately descent to the minimum altitude published within you sector of the TAA? Or do you have to wait until you are at the IAF to descend to the next minimum altitude after the IAF?

For example the RNAV (GPS) 14 @ ICT

You are 25 miles east of GABYE and ATC gives you "N12345 maintain 4000 until established, cleared gps 14 approach". Can you go to 3600 immediately or wait to cross GABYE and then descend to 3600?
