As far as what my instructor told me, I am only saying what was told to him by the secret service when he was working as the SOF.
Here's what Roesler says, as of about an hour and a half ago.

--------------------------------------------------------------------------

>> There will not be a temporary flight restriction (TFR) over GFK or the airport at anytime. The explanation I received is that they are not the President or Vice-President therefore, no TFR.

>> Their aircraft will be parked on alpha ramp.

>> Runway 35L/17R will be open

>> Taxiway alpha will be open

>> RESTRICTION: when the candidates are at the airport or enroute to the airport (arrival and departure), alpha ramp will be closed. This will affect our taxi routes if the 35s are in use. Alpha ramp will not be used as a taxiway during that time. This will be coordinated through GFK Tower.

Of course - this is all subject to change
