Lots of students here are double majoring in ATC and commercial aviation. I think that the ATC medical requirements might be more strict than those in the pilot medicals. ATC isn't probably a very good "fall back" degree if that's what you are looking for. But yes, doing both ATC and Commercial Aviation are very real possibilities.
