That's a negative. (unless that has changed, too, but I highly doubt it)

Those pay scales are for regular instructors, you get hired at "Entry Level" and move up the levels as you get standardized for additional teaching. (CFI-G, CFII, MEI). They pay for all of that training if you don't have the ratings yet. If you already have the ratings you still have to go through the "course," but obviously won't have to do the checkrides.

How fast you can move through to Level 3 depends on how much time you and your Level 4 (they do mostly upgrade training) have to devote to it. Becoming Level 4 is based on need and an additional "application/interview" process.

Assistant chiefs are considered Level 5.
