It is the whole intro section of the Jepp Manual - the rest of the manual would have the change notices, meteorology pages, table and codes, entry requirements pages, airport directory, radio aids pages, air traffic control pages, emergency pages, enroute pages and charts, and terminal pages and charts.
If you're asking about some "missing" pages - the pages aren't all sequential - there are no pages 15-40 - they don't exist in the Jepp Manual.
