Like the 50 hours sim time that can be used to get to the 250 hours for the commercial. Using that time in a sim to meet commercial hour requirements does not make it flight time. You still have 200 hours flight time and 50 hours sim time. The sim time is used
in leu of the remaining 50 hours flight time.
In 61.129(b)(4) the flight instructor on board is used
in leu of actual solo time, and the FAA is accepting that, but it is not logged as PIC.
