False. Logging PIC is not governed by 61.129, it's governed by 61.51(e). You can only log PIC time for the time when you are the sole manipulator of the controls of an aircraft for which you are
rated. Or, you can log PIC if you're the sole occupant of the aircraft.
The 61.129(b)(4) paragraph just allows you to credit the time performing the duties as PIC for the 100 hours of PIC time required in paragraph (b)(2). The time isn't actually PIC time.
